Official sources have confirmed the Russian leader will arrive on December 4-5, 2025, to attend the 23rd India-Russia Annual Summit. This high-stakes meeting aims to reinforce the “Special and Privileged Strategic Partnership” between the two nations, with a heavy focus on defense, energy, and labor mobility.
The visit comes at a delicate time for India’s diplomacy. New Delhi is currently recalibrating its oil imports from Moscow, reportedly reducing volumes to navigate potential tariffs and sanctions threats from the United States. External Affairs Minister S. Jaishankar has been in constant contact with his Russian counterparts to ensure the summit delivers concrete results despite these external pressures.
Historic Labor Pact: 1 Million Workers to Russia
One of the most significant non-defense outcomes expected is a massive labor mobility agreement. Russia, facing an acute labor shortage in its industrial and manufacturing sectors, has finalized plans to recruit approximately 1 million skilled Indian workers.
The draft agreement, which covers immigration protocols, security, and welfare, is poised to be signed during the visit. This pact will not only address Russia’s workforce gap but also open vast employment avenues for Indian professionals in sectors ranging from construction to engineering.
S-400 Expansion and ‘Operation Sindoor’ Success
Defense remains the cornerstone of bilateral ties. The summit will see critical discussions on the S-400 Triumf air defense system. Following the system’s pivotal role in Operation Sindoor (May 2025), where it successfully neutralized aerial threats from adversaries, the Indian Air Force (IAF) is fast-tracking the procurement of 300 replacement missiles worth over ₹10,000 crore.
Beyond replenishment, reports indicate India is expressing interest in acquiring five additional S-400 squadrons to fortify its airspace. The effectiveness of the system in recent conflicts has cemented its status as a game-changer for India’s defense architecture.
‘Make in India’ for the Sukhoi-57
The most ambitious agenda item concerns the Sukhoi-57 (Su-57) fifth-generation fighter jet. With the IAF urgently requiring 114 advanced fighters to bolster its squadron strength, Moscow has offered full technology transfer and local co-production of the stealth aircraft.
While India has not yet made a final commitment, the summit could witness a breakthrough decision to manufacture the Su-57 in India.
