Kochhar’s elevation comes directly on the heels of his critical contribution to formulating the Indian Navy’s operational strategy during Operation Sindoor, bringing a battle-tested strategist to one of the service’s most senior administrative and command roles.
With a naval career spanning over 37 years, Kochhar brings deep experience across warfare strategy, maritime security, and high-level naval operations to his new appointment.
Commanding India’s Flagship
Among the most prominent postings of Vice Admiral Kochhar’s career was his command of INS Vikramaditya, the Indian Navy’s premier aircraft carrier. Under his leadership, the successful integration of the carrier’s air wing and the significant expansion of its operational capabilities were recognized as landmark achievements for the Navy’s carrier aviation program.
Beyond Vikramaditya, he has commanded several frontline warships across his career, including INS Nashak, INS Vibhuti, and INS Kirpan. He also holds the distinction of being the first commissioned commanding officer of the naval frigate INS Trikand.
Education, Training, and Specialization
Vice Admiral Kochhar was commissioned into the Indian Navy on July 1, 1988, after graduating from the National Defence Academy in Pune. He is a recognized specialist in gunnery and missile systems, a specialization that has defined much of his operational and strategic work.
His advanced military education includes training at the Defence Services Staff College in Wellington, the Naval War College in Goa, and the prestigious Royal College of Defence Studies in the United Kingdom, equipping him with both domestic and international perspectives on defense strategy and military leadership.
Strategic and Policy Roles at Naval Headquarters
Throughout his career, Vice Admiral Kochhar has held several influential positions at Naval Headquarters, including Joint Director Naval Plans, Director Staff Requirements, and Principal Director DSCT. In these roles, he contributed directly to the Navy’s long-term modernization agenda, combat readiness planning, and strategic policy development.
Western Fleet and the Andaman and Nicobar Command
In 2021, Kochhar assumed command of the Western Fleet, one of the Indian Navy’s most powerful and operationally significant formations. He subsequently served as Commandant of the National Defence Academy, where he focused on modernizing cadet training standards and integrating technology into the institution’s training framework.
On May 25, 2024, he took charge as Chief of Staff of the Western Naval Command, navigating a complex security environment in the western maritime region and strengthening the Navy’s preparedness against both traditional and emerging non-traditional threats. Most recently, before his elevation to Vice Chief, he served as Commander-in-Chief of the Andaman and Nicobar Command.

Vice Admiral Kochhar’s distinguished service has been recognized at the highest levels.
