In a significant move to intensify international cricket competition, the International Cricket Council (ICC), during its annual conference in Edinburgh, has approved a sweeping overhaul of the formats for both the Men’s One Day International (ODI) World Cup and the Twenty20 (T20) World Cup. Following recommendations from the Development and Chief Executives’ Committees, the sport’s governing body stated that the new structures aim to drive higher stakes, elevate competitive balance, and deliver a more meaningful experience for athletes and global fans from the opening delivery.

The structural shift will modify tournament progressions and qualification math, ensuring that early-round matches carry immense weight for both elite nations and emerging associates.

The Three-Stage Formula for the 50-Over Format

Although the ICC Men’s Cricket World Cup will retain its expanded 14-team roster, the tournament will abandon its traditional layout. The competition is slated to expand to a total of 57 matches, up from the former 54-match model, distributed across three distinct competitive rounds before the knockouts.

Under the revised blueprint, the three lowest-ranked qualified nations, designated as Teams 12, 13, and 14, will initially face off in a Round 1 round-robin group known as the ‘Super Series’. Only the single top team from this phase will earn the right to advance. Round 2 will feature the remaining 12 teams divided into two groups of six. The top three sides from each group, along with the next highest-ranked team across both divisions, will secure a spot in the newly established ‘Super 7’ stage. This third round will consist of a comprehensive seven-team single round-robin league, with the top four sides earning direct entry into the semi-finals.

T20 World Cup: Groups Shrink, Knockouts Expand

Encouraged by the high-quality performances of lower-ranked nations during recent global outings, the ICC has dramatically reshaped the 20-team T20 World Cup format, effective from the 2028 edition co-hosted by Australia and New Zealand. The initial group stage will contract from four groups of five teams into five groups of four teams, effectively reducing the opening round from 40 matches to 30.

The top two nations from each of the five groups will progress to the newly minted ‘Super 10’ phase, which replaces the former Super 8s. The 10 qualifiers will be split into two groups of five for a round-robin league. In a major shift regarding the path to the knockouts, only the first-place team from each Super 10 group will qualify directly for the semi-finals. The remaining two berths will be decided through crossover ‘eliminators,’ where the second-placed team from one group faces the third-placed team from the opposite side, ensuring that the closing league fixtures carry maximum stakes.

The 2028 Qualification Roadmap

The ICC Board also outlined the formal qualification system for the 2028 tournament cycle. Twelve teams have already secured automatic berths based on their performance metrics and international rankings, including India, Australia, England, South Africa, and Pakistan. The final eight positions will be contested through a highly competitive 16-team Global Qualifier.

Eight nations that missed out on direct qualification from the previous edition will head straight to the Global Qualifier. However, Scotland has been granted a special exemption, bypassing early regional rounds to enter the Europe Regional Final directly due to the exceptional circumstances surrounding their participation in the 2026 event, where they stepped in as a late replacement for Bangladesh. These teams will be joined by eight squads emerging from regional qualifiers, consisting of two sides each from Africa, Asia, and Europe, alongside one team each from the Americas and East Asia-Pacific regions. The highest-placed team from each territory at the Global Qualifier, along with the next three best-performing teams overall, will complete the final World Cup lineup. While the overarching roadmap has been endorsed by the Board, final operational approval is subject to a review by the Finance and Commercial Affairs Committee during the November meetings.
