The Yogi Adityanath administration has signaled its intent to transform Uttar Pradesh into a global economic powerhouse with its latest fiscal roadmap. Finance Minister Suresh Khanna presented the ₹9.12 lakh crore budget in the House, emphasizing that the state is on a firm trajectory toward the $1 trillion economy goal. The projected GSDP for 2024,25 of ₹30.25 lakh crore marks a significant leap, while per capita income has surged to ₹1.10 lakh, a stark contrast to the ₹54,564 recorded in 2016,17. The government aims to push this figure to ₹1.20 lakh by the next fiscal cycle.
Industrial Surge and Job Creation
Uttar Pradesh has successfully positioned itself as a premier investment destination. Following the Global Investors Summit in February 2024, the state has secured MoUs worth approximately ₹50 lakh crore. Of the investment received so far, ₹15 lakh crore has already been funneled into various projects.
A standout achievement noted in the budget is the state’s dominance in the electronics sector. Currently, 65% of all mobile phones produced in India are manufactured in UP. This industrial boom is credited with slashing the state’s unemployment rate to a historic low of 2.24%, with an additional 1 million jobs expected from upcoming projects.
Empowering the Next Generation
With the 2027 assembly elections on the horizon, the budget places a heavy emphasis on the “Yuva” (Youth) and “Mahila” (Women) demographics:
- Digital Access: The government has allocated ₹2,374 crore to distribute 4 million tablets and smartphones to students, ensuring digital literacy and access to online resources.
- Education: Massive allocations include ₹22,167 crore for secondary education and ₹6,195 crore for higher education.
- Aspirations: Over 23,000 students are currently benefiting from free coaching for competitive exams via 163 Abhyudaya Yojana centers.
- Support for Women: In a major populist move, the financial grant for the marriage of daughters has been doubled to ₹1 lakh. Additionally, ₹400 crore has been set aside to provide scooties to meritorious girl students.
Infrastructure, Health, and Security
The budget continues the government’s focus on “Law and Order” and “Infrastructure” as the twin pillars of growth.
- Health: ₹14,297 crore is proposed for medical education, aiming to strengthen the state’s healthcare workforce.
- Safety: Under ‘Mission Shakti’, ₹25 crore is dedicated to the procurement of dedicated police vehicles for women’s safety.
- Digital Infrastructure: To support the growing tech sector, the budget facilitates the construction of new state,of,the,art data centers.
- Spiritual Tourism: ₹100 crore has been specifically allocated for the ongoing development and beautification of Ayodhya, which continues to be a major driver for the state’s tourism economy.
On the social front, the government claims that nearly 60 million citizens have been lifted out of multidimensional poverty, highlighting the success of integrated welfare schemes.
