Lucknow: The winter session of the Uttar Pradesh Assembly will commence on November 28 and will be held under new rules that prohibit the use of mobile phones, flags and banners in the House. The new rules, which were approved in the last session, will also give special preference to women members to express their views. The session is expected to last till December 1, according to an official statement issued on Saturday.
The statement said that the Yogi Adityanath-led government has introduced the new rules after 66 years to ensure the smooth functioning of the House and to avoid any disruptions or disturbances. The new rules ban the members from carrying mobile phones, flags, banners, or any other objects that may create disorder in the House. The members will have to deposit their mobile phones at a designated place before entering the House. The new rules also state that women members will be given priority to speak on any issue or matter during the session.
The Principal Secretary of the Assembly, Pradeep Kumar Dubey, has issued the notification of the winter session for the members of the Assembly. The notification said that the first day of the session will be dedicated to paying tributes to the present and former members of the House who passed away recently. The second day of the session, on November 29, will witness the presentation of ordinances, notifications, rules, and other formal business in the House. The introduction of bills will also take place on the same day.
The third day of the session, on November 30, will see the discussion and voting on the supplementary demands for grants for the financial year 2023-24. The supplementary demands for grants are additional funds sought by the government to meet its expenditure. The fourth and final day of the session, on December 1, will complete the legislative business and adjourn the House. The winter session of the UP Assembly is expected to witness heated debates and discussions on various issues concerning the state.
