Meanwhile, the central government on Sunday moved the Supreme Court, seeking withdrawal of its December 17 order regarding Madhya Pradesh panchayat elections, saying that grassroots governance holds elections without ensuring adequate representation of the community in elected bodies. It is against the mandate of the constitution.

The central government has also suggested in the Supreme Court that alternatively, the Supreme Court may defer the elections for four months and seek a report from the commission within three months which may help in identifying seats already reserved for backward classes. Questioning the December 17 order of the Supreme Court, the central government has said that there was no need for the court to intervene at a stage when the election process for representation of people belonging to the OBC community had begun.

Elections to the state’s three-tier panchayat were to be held in three phases on January 6, January 28, and February 16 next year, but on December 17, the Supreme Court ordered the Madhya Pradesh Election Commission to vote for OBCs (Other Backward Classes) in local bodies. It was directed to stop the election process on the reserved seats and re-notify those seats for the general category. This decision of the Supreme Court came on the petition of Congress leader Manmohan Nagar, President of Bhopal District Panchayat.

The Madhya Pradesh cabinet on Sunday repealed its ordinance issued last month under the Panchayat Election Act and approved the proposal to be sent to the Governor for approval. After the approval of this proposal by the Governor, the Government of Madhya Pradesh State Election Commission can be instructed to cancel these elections of all classes, due to which these elections will be postponed. Presently the process of Panchayati elections is going on in the state.
