New Delhi: A US report has claimed that India is among the 14 countries that are not following the international parental child abduction (IPCA) protocol. The US Home Department’s annual report on IPCA for 2023 was presented in the US Parliament on Tuesday. It was said in this report that India is not cooperating with America in this matter.

What’s in the report
It has been said in the report that India has not followed the protocol of the IPCA. Even in the year 2022, India did not cooperate with this. In particular, India’s investigative agencies have failed to work closely with the US Department of Home Affairs, due to which child abduction cases remain unsolved. According to the report, 65 percent of child abduction cases remain unsolved for the past 12 months because of India’s non-cooperation with the investigation.

What is IPCA
Explain that if a child is brought by his mother or father from one country to another without the consent of his other family member, it is considered a crime. Due to the marriage of one country with a citizen of another country or border disputes, such cases are increasing continuously. The Hague Convention on Civil Aspects of International Child Abduction (1980) is a treaty in 96 countries. India is not a member. However, in the year 2018, an arbitration cell was formed between India and the US to resolve such matters. However, for the last three years and 10 months, the matters related to IPCA between the two countries remain unresolved.

Explain that in the US report, the 14 countries that IPCA has been accused of not following the protocol, apart from India, Argentina, Belize, Brazil, Bulgaria, Ecuador, Egypt, Honduras, Jordan, Peru, Republic of Korea, Romania, Russia, and the United Arab Emirates are included.
