Bhopal(MP): To improve the drinking water system in the rural areas of the state, the government is now going to implement a new rule. For this, the Panchayat and Rural Development Department have prepared and formulated rules for the implementation and management of rural water supply scheme. Objections or suggestions have been sought about it till Monday. If any objections or suggestions come, they will be resolved and implemented. To prevent wastage of water, a penalty of Rs 100 will be imposed each time. The connection will be disconnected if the bill is not paid continuously for three months. The Panchayat and Rural Development Department have published the draft of the new rules in the Gazette.

Accordingly, the Water and Sanitation Ad-hoc Committee will formulate a village-level action plan to provide drinking water. Based on domestic, institutional, governmental, business, and industrial connections, the water level will be decided. The committee will contract with the family in writing before giving a domestic connection. A security fund will also be taken for this. If the consumer does not pay the bill for three consecutive months, then the connection can be disconnected. Strict action will be taken to prevent wastage of water.

A penalty of minimum Rs 100 will be imposed each time the wastage is certified. In order to promote public participation, a provision has been made that five to ten percent of the total cost of the scheme will be mobilized with public assistance. There will be an exemption for the very poor, widows, and disabled persons. The committee will consist of 10 to 15 members. It will have 50 percent women and 25 percent elected representatives of the panchayat. The remaining members will remain consumers.

The head of the committee will be the head of the sarpanch, panch, or administrative committee. Tenure will be four years. The water scheme will be provided through bulk water meters. It has been provided in Madhya Pradesh Jal Nigam or Public Health Engineering Department that the work of providing drinking water to the border of villages will be done. Water charge will be taken from the committee at the rate of per thousand liters.

If there is less than 20 days supply in a month, then consumers will not be charged monthly. The bill will have to be submitted on the 10th of every month and the committee will pay the water charge to the corporation or department by the 20th. Minimum 60 rupees per month will be billed According to the new rules, a minimum bill of Rs 60 per month will be charged from the domestic consumer. 200 will be charged per government institutional connection, 300 per private institutional connection, 500 per business connection, Rs 1000 per industrial connection.
