Election Commission issued guidelines for the upcoming elections

New Delhi: Coronavirus has been out of control in the country. Hundreds of new cases are coming up every day. In view of this, the Election Commission of India has issued guidelines for the upcoming assembly elections and by-elections on Friday. As per the instructions issued, candidates can now fill their nomination through online medium. It will be mandatory for people to wear masks during election-related activities.

According to the instructions issued:

It is mandatory to wear masks in any election related activities.
Thermal screening of Surrey persons will be done at the designated place for Election Commission such as room / hall or entrance of any campus. Also sanitizer, soap and water should be available.

  1. According to the existing COVID-19 guidelines of the State Government and the Ministry of Home Affairs, the social distance will be maintained.
    2. As far as practicable, large halls should be identified and used to ensure social security norms.
    3. An adequate number of vehicles will be mobilized for polling personnel, security personnel to ensure compliance with COVID-19 guidelines.
    4. During the election process, it is mandatory to appoint a Nodal Officer for security measures related to Coronavirus in the state, district assembly constituencies.
    5.Randomization of the first and second phase and EVMS / WHAT should be done in the big hall.
    6. Adequate sanitizer should be provided for use during the process.
    Handglopes should be provided to the employees engaged in viewing and maintaining the machines.
    7. As far as practicable, training of election officers will be organized in a large hall in a decentralized manner.
    Training for election officers can be conducted through online mode.
    8.All PPIS, training material, relevant documents, subject-wise video clips. For self-assessment, the question paper should be uploaded in the app/portal so that any election officer can use it as per the requirement.

9. The nomination form will also be available online. Interested candidates will be able to fill this form online and submit a copy of it to the Returning Officer as per Form-1 (Rule-3 of Code of Conduct of Rule 1961).
10. There will also be a facility to fill the affidavit online for those who wish to enroll. After getting the notary, it can be submitted to the Returning Officer along with the nomination letter.
11. Candidates will be able to deposit the security amount online. However, the candidate will also have the option to deposit cash.
The candidate may have the option of taking his electoral certificate for the purpose of nomination.
