Ukraine’s Energy Minister German Galushchenko said that, due to the shelling from Russia, there is currently a state of emergency blackout in most of the Ukrainian regions. About 20 people were rescued from an apartment block in the east-central city of Dnipro, said the deputy head of Ukraine’s presidential office.
